Other Important Changes Include:

* An understanding of the specific reasons why girls do not enrol in school and why they do not succeed in school as well as boys do.
* Teachers, Principals, Headmasters, Supervisors and other administrators must be sensitive to gender issues and aware of the rights of all children.
* More female roles in educational systems.
* Create learning environments that are safe and healthy for girls.
* Make all studies and extra-curricular activities available to girls
* Start early childhood programmes and pre-schools
* Open community based child care centers.
* Broaden cross sector mobilisation efforts including NGOs and the civil society.
* Measurable progress indicators.

The most urgent priority is to ensure access to, and improve the quality of education for girls and women and to remove every obstacle that hampers their active participation in society.
