The information society should also tackle the special concerns of marginalized, disadvantaged and vulnerable groups, which include women and girls, the youth, children, people with disabilities and indigenous groups. These sectors have special needs and concerns that should be addressed. At the same time, the leading role of the youth should be acknowledged, and policies should strengthen their capacity as present and future leaders of the information society. Collaborative projects, which promote capacity-building and multi-stakeholder partnership such as Youth Creating Digital Opprtunities (www.ycdo.net), should be supported.
Multi-stakeholder and international cooperation should also be encouraged. The issues confronting the information society are not concerns of a few alone. The rich countries should increase their aid and provide the necessary technical assistance to the developing countries. Now is the time to act together to create digital opportunities for all humanity.

It highlighted the fact that through communication peoples standard of living could be enhanced. It also highlighted the fact that many of the people who need communication do not have access to it.
